The Virginia Transit Liability Pool (VTLP) was born from adversity.

In the 1980s, commercial insurance carriers were abandoning public transit lines or imposing dramatic premium increases, leaving Virginia transit agencies in a genuine crisis. Transit leaders came together with a shared goal: create a stable, cost‑effective insurance solution built specifically for public transit in Virginia.

That solution is VTLP.

Founded in 1987, VTLP is a self‑insurance pool designed exclusively for Virginia public transit agencies and qualifying 501(c)(3) transit nonprofits. We exist for one reason: to provide reliable liability and property coverage with long‑term rate stability and member control.

Unlike commercial carriers, we are not driven by profit. We are driven by the needs of our members. Ever evolving to meet the realities of modern transit — and as committed to stability today as we were the day we opened our doors.
